Hello,

There is a programming language called PHP. There is a "framework" called Wordpress. It uses PHP and it is very popular.

Is "Ruby on Rails" a framework?

Basically, I'm wondering if Rails is Ruby's equivalent to PHP's Wordpress. Like, you don't really need "Rails" to program in Ruby. It's more like a helper tool rather than a requirement.

Yes, Rails is a Framework.
