Hello my desktop cannot load the bios and the operating system. I would like help. (windows vista)

What were you doing before this happened? Do you hear any beeps? If so how many? Do you see any errors codes on the screen?

Hello, I think that the procedure of format was not completed. So after I continued with the installation of the vista but with success. One month later with start I saw blue screen with options,suggestions. First the cd for fix and reinstallation for the one time. Second to insert into bios but I do not remember what exactly for the second time. The only thing I made was to change the hard disk.I was no possible to hear beeps.Thanks

Sounds like you'll have to reformat. Salvage any files you can using an Ubuntu Live CD and then reformat the drive and reinstall Windows. You should have backed up your disk anyway.

I think format do not taken place in a good manner.So, try to reformat again.

Format was not done properly, in your case, reformat your primary drive, vista got capability to do it by itself from boot table CD...

I am confused, can you gt into he bios or can't you? A bad format and windows install would not stop you from getting into the bios....

You only changed the hd right? How many hd's do you have?

You should have a primary and one for other files. Save any data you can to whatever medium you have available (if required). Formatting is a waste of time and won't rule out other problems like a faulty partition!

When starting Windows installation go to the advanced options and delete the partition, create a new one with the suggested size and then format that and install Windows on your now totally clean drive™.
From there just go about normally installing all your programs to the same primary drive and see what happens. If the same error crops up after a while the drive is losing data and you should take it back for a replacement.

nb: if the machine won't go into bios (basic input out system) the operating system would never load and above all that no bios also means no post (pre on self test) which is before the bios is even loaded. I'm not sure your aware what the bios actually is, it's nothing to do with Windows or any dos, it's a little chip in the motherboard that holds data on the hardware attached to that motherboard so devices can run together. If the machine passes post then bios is loaded but if it doesn't that means serious hardware error/failure every time.
